Recognition of Prior Learning (RPL) provides a pathway for experienced traffic controllers and those responsible for traffic management implementation on a site and road workers under their direction, as described in the Austroads Guide to Temporary Traffic Management on Temporary Traffic Management Category 1 environments.

Traffic Controllers play a crucial role in managing the movement and safety of vehicles, pedestrians, cyclists, and workers, particularly in areas where automated traffic control systems are unavailable. This includes sites such as road works, construction zones, public events, and emergency situations. Their primary duty is to ensure the smooth flow of traffic while prioritising safety for all individuals involved.

Traffic Management Implementer is an individual responsible for implementing traffic management measures in Temporary Traffic Management Category 1 environments. This role involves ensuring the safe and efficient flow of traffic in accordance with the guidelines outlined in the Austroads Guide to Temporary Traffic Management. The skills and knowledge required for this role include understanding traffic management principles, setting up traffic control devices, and coordinating traffic flow to minimize disruptions and ensure the safety of road users and workers.

Posted speed and annual average daily traffic (AADT) of:

• Any speed limit with less than 3,000 vehicles per day.
• A speed limit of less than 60 km/h and traffic volumes between 3,000 and 10,000 vehicles per day.

These roads are generally recognised as:

• Roads (with or without a centre line), sealed and unsealed.
• Two lanes two way, and sections including one-way single lane, and overtaking lanes.

An individual wishing to enrol in this skill set must hold the unit CPCWHS1001 Prepare to work safely in the construction industry or its equivalent unit.

Ensure to read each step of the RPL before applying and ensure you have the below:

• Industry experience:
  • You controlled traffic using a Portable Traffic Control Device (PTCD) (either a portable traffic signal or boom barrier) on at least two occasions.
  • You have a minimum of 20 hours controlling traffic with a stop/slow bat and/or PTCD.
  • You are (or have in the previous 12 months) worked as a Traffic Implementer on a category 1 road environment.

• Update your resume to reflect relevant work experiences and gather supporting documents such as job descriptions, training certificates, and performance evaluations.
• Collect evidence showcasing practical experience and any formal or informal training, including work history, training certifications, performance appraisals, and other job-related documents, as directed in Steps 2 onwards.
• Identify a referee who can verify your skills and experiences.
• Familiarise yourself with the Austroads Guide to Temporary Traffic Management, Parts 1 to 10 – this will be particularly important when you sit your theory assessment. In particular Part 6 which relates to Field Staff – Implementation and Operation. Apply online with Civil Train with the following documentation to ensure eligibility to proceed with RPL application.

• Current Work Zone Traffic Management ticket
• White Card
• Copies of Nationally Accredited Certificates/Statements of Attainment Training relevant to the Skill Set
• Resume
• Cover letter to support resume

• Provide evidence of your practical experience, such as work history, training certificates, and performance appraisals.
  • Show that you controlled traffic using a Portable Traffic Control Device (PTCD) on at least two occasions
  • Demonstrate a minimum of 20 hours controlling traffic with a stop/slow bat and/or PTCD.
  • You have setup a Portable Traffic Control Device (PTCD) and programmed according to the Traffic guidance scheme (TGS)
• Have your referee complete the Third Party Declaration.
  • This involves a Referee Testimonial from someone who supervised you in the last 12 months and will confirm your skills and knowledge relevant to workplace performance.
  • The referee’s perception is important; there are no right or wrong answers.
  • The referee’s comments assist the assessor in evaluating your competence based on evidence provided by you.

Ensure that all key elements, including your personal information, past competencies, evidence of performance, and third-party report, are accurate and complete. This document will then offer a comprehensive summary of your skills and experiences.

Please then allow our team 5 business days for an approved Assessor to review your application. The assessor will review your application and may contact you for further clarification or additional information if necessary.

Sufficient:

• If your application has sufficient evidence in all areas, you will move to step 5 and be offered to participate in the RPL process, which will require a scheduled day to complete the RPL process with an assessor 1:1.

Not Sufficient:

• If you haven’t provided adequate evidence and/or your referee cannot verify your experience in all the required areas, you will be notified that your application will most likely be unsuccessful and should seek full training and assessment.

Partial RPL

• Upon assessing the evidence, if there are gaps identified, there may be training options available to support your RPL. These will be considered on a case-by-case basis and may incur additional fees.

Meet with the Assessor

• You are required to engage in a conversation with the assessor, during which you’ll discuss your work experience, skills, and knowledge based on the evidence provided. This dialogue helps confirm your industry currency and understanding of relevant guidelines and standards.

Completion of Challenge Test

• You’ll be required to complete a supervised challenge test to assess your theoretical knowledge and understanding of traffic management principles.

After completing the necessary steps, await notification from the Approved Training Provider (ATP) assessor regarding the outcome of your RPL application. If successful you will receive your Statement of Attainment for both skill sets and also the localised content assessment to complete, in order to obtain your Department of Infrastructure and Transport (DIT) licence.

Please note: Austroads has developed this Recognition of Prior Learning (RPL) Assessment Tool Kit to assist Approved Trainer Providers (ATPs) in conducting RPL for different Temporary Traffic Management (TTM) national training programs approved by DIT. Civil Train SA is required to comply with the Service Agreement, which strictly prohibits any changes to this document.

*If your RPL application does not pass Step 1: Prepare for RPL & Eligibility Check, you will receive a refund of the application fee, minus a $100 administration fee. If you proceed and are deemed unsuccessful with your RPL at the conclusion of the assessment, no additional refund will be provided.
